New Los Angeles Law and the First Amendment

The Mayor of Los Angeles has just signed a law forcing Los Angeles pet owners to spay or neuter their dogs by the time they are four-months old.

Los Angeles Law Violates 1st Amendment?

The Los Angeles law requiring Los Angeles residents to spay or neuter their animals may violate the 1st Amendment's Free-Exercise clause, which states, "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof."

L.A. Law and Torah Law:

In The Torah (Leviticus: 22; 24), the verse teaches that it is forbidden according to The Bible to sterilize animals, this law also being brought in the Talmud. However, this new Los Angeles law may prohibit the free exercise of Judaism, as well as any other religion that would hold it is forbidden to sterilize animals. Perhaps this law requires review.
